Raphael Moura
Raphael Moura is a distinguished professional serving as the Superintendent for Governance and Strategy at the Brazilian Agency for Petroleum, Natural Gas and Biofuels, where he applies his extensive academic background and strategic view to steer governance and long-term planning. Holding a Ph.D. in Engineering, Dr. Moura brings a rigorous, analytical, and systems-thinking approach to the executive table. His core responsibilities encompass overseeing the governance framework, ensuring regulatory compliance, and aligning strategic initiatives with the organization's overarching objectives and risk appetite. He further supports his field as an Associate Editor for the ASCE-ASMEJournal of Risk and Uncertainty in Engineering Systems, Part B: Mechanical Engineering.
With a foundational expertise derived from his doctoral research in major accidents, risk and human factors, Dr. Moura possesses a unique ability to deconstruct complex problems, model scenarios, and design efficient and resilient organizational systems.
